Normal Is Building A New Underpass, But Residents Should Expect To See Some Tax Increases

After a long discussion and multiple public hearings, the city of Normal has elected to build a new underpass. The underpass will be in between the Normal Train Station and the Children’s Discovery Museum. The city council says this is to promote safety and accessibility. As for the cost, the project is expected to be a $40 million dollar development. The federal government will be paying for 63 percent of the project. The other percentage, which amounts to $12 million, will be payed for by the citizens of Normal. The taxes will be a 0.25 percent of groceries and 2 percent on motel and hotel taxes. Along with the underpass, the south side of Normal will also be receiving an amphitheater. Construction is expected to start this month and fully conclude in September of 2027.
